Officer-Involved Shooting in Pacific Area NR23005

The officers involved in the below incident have been identified as Police Detective II Alexander Baker, Serial No. 40137, Police Officer II Charles Holt, Serial No. 42521, Police Officer III Kelly Ottis, Serial No. 39228 and Police Officer II James Thomson, Serial No. 43415. 

Vespucci: Los Santos Police Department's (LSPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Pacific Area.

On March 11, 2023, around 10:20 a.m., LSPD Pacific Area officers responded to reports of a barricaded suspect at the Venetian Restaurant located at 8101 Conquistador Street and Magellan Avenue. Pacific Area officers arrived on scene at 10:23 a.m., finding the front door open - officers proceeded by performing a routine building sweep. The officers made several verbal announcements, calling out for any individuals within the building to come out. As the officers entered the basement of the building at approximately 10:26 a.m., an Officer-Involved Shooting (OIS) occurred. The suspect, identified as Yoseline Burton, had fired what sounded like a shotgun at officers, forcing officers to fall back. The officers extracted themselves to a safe location where they could radio for backup, declaring an officer needs help. Multiple units from the Pacific Area responded, coordinating a perimeter around the restaurant.

The incident commander requested for the watch commander of Pacific Area to request Metropolitan Division at 12:00 p.m., along with Los Santos Fire Department (LSFD) paramedics to stage on the boardwalk. At 12:03 p.m., an officer with the Pacific Area was shot by the suspect. Officers helped him to a safer location, where he was transported at 12:45 p.m. Metropolitan Division's Special Weapons and Tactics Team (SWAT) responded, arriving at 01:00 p.m. Multiple vocal announcements were made by SWAT in both English and Spanish for the suspect to surrender, with no effect. During this time, Burton fired multiple rounds in the structure with the full intent of injuring officers or worse. SWAT breached the building at 03:14 p.m., where they deployed multiple less-lethal devices to force the suspect to surrender, including noise-flash diversionary devices (NFDD) and CS gas canisters. SWAT eventually entered the basement at 03:39 p.m., where the secondary Officer-Involved Shooting occurred with SWAT officers and Burton. LSFD paramedics responded at 03:53 p.m. Burton was declared deceased at 03:58 p.m. 

The suspect has been identified as 25 year old Yoseline Burton, a resident of the Davis Area. Burton is a known gang member to the Brouge Street Ballas set with a violent history.

Two officers were injured as a result of the incident. The officer that was shot was transported to Mount Zonah Medical Center, and is expected to survive. Another officer suffered a fall as a result of being knocked over by a moving police vehicle, and is expected to recover with minor injuries. No other officers or civilians were injured during this incident.

A sawed-off shotgun was recovered at the scene with multiple shells. The shotgun was identified as a "Ghost Gun."

LSPD's specialized Force Investigation Division responded to the scene and interviewed witnesses and supervised the collection of evidence by the Forensic Science Division. The complete investigation will be reviewed by the Chief of Police, the Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LSPD's policies and procedures.
